PROPOSED DBE OVERALL CONCESSION GOALS
Federal Fiscal Years 2021 – 2023
Denver International Airport
Denver International Airport (“DEN”) sets overall goals for the participation of Airport Concession Disadvantaged Business Enterprises (ACDBEs) in the Airport’s concession operations every three years. The proposed goals for Federal Fiscal Years 2021 – 2023 (October 1, 2020 – September 30, 2023) have been set as follows:
- Non-Car Rental ACDBE Goals for In-Terminal Concessions – 29.4%
- Non-Car Rental ACDBE Goals for All Concessions (including concessions outside of the terminal but on airport property) – 27.6%
- Car Rental ACDBE Purchasing Goals – 1.7%
Goals for non-car rental concessions were set utilizing a methodology that continued the goals on existing contracts with termination dates after the end of the three-year goal period and set new goals based on availability of ACDBE firms for anticipated concession revenues to be generated by new concessions or those with termination dates that occur during the three-year goal period. The car rental overall goal was set based on the purchase of goods and services using ACDBE availability for 32 trades.
The Airport solicits and values the input of all stakeholders. We will be conducting a virtual public stakeholder meeting via Microsoft Teams on January 26, 2021 from 10:30-11:30 a.m. (MST)

During this meeting, Cindy Olivares and the DEN Commerce Hub team will provide detailed data on their proposed goals, calculations, and the formulas that were used to determine the triennial goals. DEN will provide a detailed overview of our findings and members of the public can provide oral comments at the meeting. DEN invites all interested parties to attend the meeting.
